All students are recommended to complete the core requirements before taking the qualifying examination or courses in the elective category. All pre-service students must take PA598 as an elective.

The Criminal Justice Program is designed as an interdisciplinary study drawing from legal studies, mathematics, psychology, business and public ../administration. The Master of Public Administration degree is an interdisciplinary program which requires cooperative efforts on the part of graduate faculty in the College of Business and Public Administration, The College of Arts and Sciences, The College of Education, and the Graduate School and Research.
The basic goals of the MPA program are to provide students professional education in public ../administration and to prepare them for public service careers at the territorial, regional, federal, and international levels. The program also offers opportunities for government employees to enhance and improve skills, and to learn new concepts

Admission Requirements Master of Public Administration (MPA)
In order to apply for admission to the Master of Public Administration (MPA) Program, applicants must forward the following materials to the Dean, Graduate School and Research:
Transcripts of all undergraduate work;
Two letters of recommendation; and
Official Graduate Management Admission Test (GMAT) OR Graduate Record Examination (GRE) scores.
A prospective candidate for the MPA program may hold a bachelor's degree in any field. It is not necessary that the bachelor's degree be in public ../administration. To be admitted to the MPA program, a candidate must meet the following requirements:

The University of Guam Professional MBA degree program delivers an academic perspective with integrated practical experiences and management technologies. In addition to satisfying the prerequisite core requirements, students must complete 33 credit hours of PMBA foundation and elective courses for the completion of their degree. Degree students must meet all the University requirements of this Bulletin. Procedure for students who drop out of the cohort: If a student drops out of his or her cohort for good reason during the course of his or her study in the (admitted) program year, he or she will be allowed

Bachelor of Business Administration (BBA)
The Bachelor of Business Administration (BBA) degree program is designed to prepare undergraduate students from Guam and the Asia-Pacific region to assume professional business positions in the private and public sectors. Students who pursue this degree program may design a course of study that leads to the BBA degree with a concentration in one of the following areas: Finance and Economics, Marketing, International Tourism and Hospitality Management. A custom-designed concentration is also permitted with the approval of the School of Business and Public Administration advisor and Administrative Chair.

Bachelor of Business Administration in Accounting (BBAA)
The Accounting degree is for students interested in professional careers in the field. Jobs in accounting are found in public accounting firms and in almost all business firms and levels of government.
This Program stresses technical skills that support the four key areas of accounting: audit, cost, government and tax. Particular emphasis is given to knowing how financial data are assembled and integrated into an articulated set of financial statements, understanding techniques and procedures, and using accounting computer applications.

Business School delivers undergraduate programs in International Economics and Trade, Economics (focusing on International Business, a Sino-Australian cooperative program), Business Administration focusing on International Business Administration, Business Administration focusing on Human Resources Management, Transport and Logistics (a Sino-Australian joint program), Marketing (focusing on International Marketing), Accounting focusing on International Accounting, Accounting (focusing on Certified Public Accountant), E-Commerce and so on. It also runs a second bachelor's degree program in International Business, a graduate program in International Business, and in cooperation with an Australian partner, a diploma program in International Business.
The School of Management of Shenzhen University was established in June 1997, consisting of the Department of Management, the Department of Public Administration and the Department of Soft-science£¬and now it has expaned to 5 departments. They are Dept. of Business Management, Dept. of Human Resource Management, Dept of Information and System Management, Dept of Public Administration and Dept of Marketing.
The school has 83 faculty members, among whom, 17 are professors and 42 are associate professors. Presently, the school has 190 postgraduate students, 2631 full-time undergraduates, 125 international cooperation students and over 4000 part-time students.

The qualifying examination will be ../administered in the months of April, July and November of each year. Students seeking candidacy status must request from the Program Chair by the first of April, July or November, an application to take the qualifying examination. Instructors teaching core courses will be responsible for preparing the qualifying examinations and evaluating them. Students who fail the qualifying examination three times will be denied program candidacy.
